It is actually VERY similar to a salvia...in fact, VERONICA SPICATA is sometimes difficult to distinguish from a perennial salvia. If you google images for Veronica and Perennial Salvia, you'll see what I mean! Both are most common in a deep blue.
Btw, random fact: my favorite annual (and the only one I ever plant!) is Victoria Blue Salvia. Simply divine.
